CHAPTER ONE
INTRODUCTION
1.1Background of the study
Historically, Governor Bourdillion of Nigeria
in 1942 proposed a ten year educational plan for Nigeria. With laid down
proposals for Nigeria educational development between 1944 and 1954.
Educational planning, so to speak preceded development planning in Nigeria
hence in subsequent plans, the former continued to be integrated in the latter.
Russia was a developing country that has
achieved greatness through educational planning; the rest of the developing
world began to show increased awareness of the importance educational in a
modern society and concomitantly demonstrated a growing interest in formal
national educational planning as a method for obtaining maximum benefit from
the resources available to the school system (Awoyemi, 1993). The importance of
education cannot be over –emphasized and as such we need to how educational
system and as such we need to know how educational system is being managed.
Educational is the backbone and mother of a successful country. Going through
the prevailing situation in the whole world without education, a country will
remain under-developed or less developed and will continue to look up to the
advanced nation for assistance ranging from technology to financial aspect.
Hence, depending on foreign countries for their survival without educating the
citizens of that particular country, there will be lack of exposure and the
country will experience a greater percentage of illiterates. Educational
planners in theory and practice are being regarded as the chief executive of
the school in Nigeria, Educational planners include those in the Federal Ministries
of Educational, state Ministries of Educational, and local government authority
(LGEA). They are educational planners at the macro level and educational
planner at the micro level is the school principals in secondary schools. Educational
planner in the school setting (secondary school) sees to the effective control
and coordination of the school system. He sets authority over the staff and he
also influences positively the local educational authority, the media and the
pupils both for the general standard and contribution of the school. Without
educational planners in the school as an organization, the school would have
been like a baby without a head, yet there are some certain situations in which
the hands of the educational planners are tied that they cannot use their
discretion, in the day-to-day management of the school, there are certain
duties that educational planners are expected to perform but it is worthy to
note that if educational planner does not enjoy maximum cooperation from the
staff of the school, it is likely for them to fail in implementing educational
policies effectively in the school. The colonialist in Nigeria, irrespective of
their qualifications and experience from various researches generally in those
days handled his work with utmost seriousness in order to reduce the level of
indiscipline among students and laziness among members’ of staff. The role of
an educational planner should embrace aspects such as leadership functions,
relation with students, staff and community. Also, it has been observes by
researchers but the role of educational planners continues to grow in
importance as the school population continues to grow at a larger rate and
progress. It is glaring that the success or failure of the school system will
be determined by the way the educational planner defines and implements his
goals and objectives.
This research will focus mainly on the
role of the school administer as an educational planner at the micro level.
Therefore, the research will highlight some of the responsibilities and role of
social administrators as an educational planner at the micro level in the
present day school organization, the school administrator sees to the
day-to-day administrator and supervision of the school should be to keep on
view and must make sure that the institution fulfill its supposed role within
the educational system of which it forms a part. Example, a school as an
institution should produce individuals who are well equipped with skills needed
for manpower needs and vocational requirements of the society. The objective of
the institution itself must make sure the school system meets the individual
needs of the students. The objectives of the school system can be achieved if
the planner can make use of all the resources available to him. However, the
teaching and non-teaching staff and students will assist the planners in the
proper utilization of other resources. The effective use of resources embraces
many things especially when speaking in respect of human resources which are
the most important resources in the school system. For the staff of the school
system to be effectively managed, the educational planners must include staff
development to his policies. Staff development to his polices. Staff of the

form of personal encouragement and help which the planner gives to the less
experienced staff in particular. In most cases however, especially in larger
institutions, programme for staff development are specially designed to meet
the need of the system of which the institution play a part as a necessity.
However, another major part of the educational
planner role comprises the evaluation of the effectiveness of the social system
and evaluation of the extent to which the objectives of the institution are
being achieved. The planner must sure that the school does not deviate from its
primary function as an educational; institute to other things. The educational
planner’ scope of planning for the smooth running of the school system includes
the following:
1. Definition of the objectives of the school
within the overall national educational objectives.
2. Planning of the school buildings and other
physical structures’.
3. Programme and activities planning.
4. Resources and facilities planning
5. Allocation of duties and functions to school
personnel
6. Work scheduling often called time-tabling.
It can be
traced that public that public representative and spokesman is a role of
educational planner due to the fact that the role enhance the esteem and
effectiveness of the social system and it can also be a means by which moral and financial support
may come to the school system. The planner should also work directly with
supervisors to change the process of inspectorate to quality assurance support
service for the school. Educational planner must coordinate the contributions
of their consultants to support the schools in developing and the annual
updating of their plans to ensure that the targets are attainable.
1.2. Statement of the
problem
Being a student of educational management
and with the probability of becoming an educational planner or holding the
reign of power in one of our secondary schools in future, the researcher is
highly interested in investigating the importance of the “roles of educational
planner in the management of secondary school” so as to know what would be the
problem of planning the activities of secondary school in future.
Another factor that needs to be locked
into is that can we say that without the role of educational planners in
secondary schools, teachers cannot effectively control the school and achieve
the goals, aims, and objectives of the institution.
1.3
Research Hypotheses
Ho1: Educational Planning will not significantly
influence school effectiveness
Ho2: There will be no significant
influence of school community on planning and administration of school
activities
Ho3: There will be no significant
difference in the influence of educational planners and teachers in Secondary
Schools’ effectiveness

Purpose of the study
The purpose of this study is to examine the
role of educational planning in the management of selected secondary schools in
Epe Local Government Area of Lagos state.
In order to achieve this purpose, the
specific objectives of the study are as follows:
Ø To
know whether educational planners can plan the activities and affairs of
secondary schools succesfully6 in isolation without the involvement of members
of staff and the students.
Ø To
examine the type of relationship that exists between educational planners,
teachers, and students in secondary schools.
Ø To
know whether educational planners formulate and execute policy in the
day-to-day planning and administration of the school.
Ø To
examine the qualities and characteristics required of an educational planner.
1.5
Significance
of the Study
This study will be useful for policy
formulation on education in the sense that they would know the prevailing
circumstance in schools and this will give room for re-determining, drawing or
formulation of new policies that will suite present day purpose of education.
It will also give room for achieving the set goals and objectives of the
country on education. This study would serve as a guide for the educational
planner in planning and management of schools. It will serve as a form of
constitution or code of conduct for the would-be educational planner to
effectively manage the affairs of researchers’ schools. It would also be useful
for researchers. Educationists who are the owners or proprietors of schools by
virtue of being in government in that it will suggest the dangers of
interference that would inhibit the progress of researcher educational system.
The research study is useful in conducting research.
The study will be useful to teachers in
that they will be able to know that their cooperation with educational planners
is of paramount importance in which the school can achieve the set goals and
objectives, by this the reputation and dignity of the school will be
maintained.
1.6
Scope of the Study
The scope of this study is limited to the
role of educational planners in the management of secondary schools in five
selected schools in Epe Local Government Area of Lagos State.
1.7
Limitation of the Study
In every research work, there is bound to be
limitations. This research work is supposed to cover the role of educational
planners at the Federal Ministry of Education and all the secondary schools in
Nigeria. But, due to a lot of factors that serve as constraints and
limitations, the researchers restricted the research work to some selected
secondary schools in Epe Local Government Area of Lagos state and to the role
of school administrators as educational planners at the micro level of
educational.
The first factor is the time available for
the researcher to carry out his investigation. Sometimes, it is not easy to get
those people that are directly involved. So as a result of inadequate time, the
researchers cannot extend the research beyond Epe Local Government Area of
Lagos State.
Another constraint is the difficulty of
enlisting the cooperation of the respondents to both oral interview and the
questionnaire. Some members of the school refused to give the researcher
in-depth information about their school while some refused to grant oral
interview. This uncared attitude of the respondents posed a serious limitation
to the area of coverage of this research work.
Transportation is another factor in that
there are some secondary schools that are very difficult to reach as a result of
bad roads.
Financial factors is also part of the
limitation, being a student, the researcher lacks the sufficient fund required
to carry out detailed and elaborate investigation on this research topic as the
country make it difficult for the researcher to travel far and wide in order to
collect pertinent data that are relevant to the topic.
1.8 Definition of terms
Some terms used in this research may sound
ambiguous if not defined, so the following terms need to be defined for the
purpose of the study.
Educational
planner: Is the person who applies the rational and systematic analysis to
the process of educational development witch the aim of
making education more effective and efficient in responding to the
needs and goals of its students and society.
Educational
planning: Is the process of applying scientific or national procedures to
the process of educational growth and development so as to ensure the efficiency and
effectiveness of the educational system.
Management:
This is the process undertaken by one or more individuals to coordinate the activities of others to
achieve result not achievable by one
individual acting alone.
School
Administrator: Is the person who sees to the effective running of the school system
and he his the most important person in the administration of a school.
Secondary
school: Refers to the senior Secondary School level where students spend the last three years before writing
final external examination
